Light pollution has in recent years become a serious consideration in the design of lighting installations and requires consideration against the Clean Neighbourhoods and Environment Bill. |

Under this recently published government bill, anyone finding artificial light emitting from a premises to be "prejudicial to health or a nuisance" will be able to complain to the council. If the offender takes no action, they could face significant financial penalties. The undertaking of a light pollution study during the design phase of this project would be prudent to ensure no penalties are incurred.
The Institute of Lighting Engineers (ILE) has published a set of guidance notes for the reduction of light pollution.
By simulating the proposed lighting scheme and surrounding environment, predictions can be made as to the impact of the internal lighting installation on neighbouring areas.
The quantitative nature of the results of such a study can be used as a comparison against current and future legislative and planning requirements should they arise, provided the entire design remains constant. |
